Layer cabbage on bottom, bell pepper in the middle, onion on top. Sprinkle with sugar.
In saucepan - vinegar, oil, celery (seed), salt or seed, dry mustard - boil. Pour hot dressing over cabbage.
Weigh down with heavy plate & refrigerate over night. Mix before serving.
